Project Cargo & Heavy Lift in Dubai — Engineered Movement for the Loads That Don't Fit

Some shipments cannot be palletised, containerised, or booked with a few clicks. A 90-tonne transformer, a 40-metre wind blade, a modular process skid, a crawler crane, a pressure vessel that overhangs the trailer on every side — these are project cargo. They demand engineering, permits, escorts, cranes, and a forwarder who has done it before. For four decades, Quality Express Freight has moved exactly this kind of freight in and out of Dubai, and our project cargo desk exists for the consignments that break the rules of ordinary logistics.

Project cargo Dubai work is not a service you improvise. It is planned backwards from the destination — from the gate the equipment must pass through, the bridge it must cross, the crane that must lift it, and the vessel sailing that can accept it. We build that plan with you before a single kilogram moves.

What Counts as Project Cargo & Heavy Lift

Project cargo covers anything that is too large, too heavy, too high-value, or too complex to travel as standard freight. In practice, we handle:

  • Out-of-gauge (OOG) cargo — units that exceed the internal dimensions of a standard container and must ship on flat-racks, open-top containers, or as break-bulk.
  • Heavy lift — single pieces beyond the safe working load of ordinary handling equipment, requiring mobile cranes, gantries, hydraulic jacking, or shipboard heavy-lift derricks.
  • Break-bulk — machinery, structural steel, and components that load individually into a vessel's hold rather than into containers.
  • RoRo (roll-on/roll-off) — wheeled and tracked equipment such as excavators, cranes, buses, and trailers driven directly onto specialised vessels.
  • Abnormal and indivisible loads — items that cannot be dismantled to reduce dimensions and therefore need special road permits and escorts.

Typical consignments crossing our desk include electrical transformers and switchgear, gas turbines and generator sets, oil-and-gas process modules and skids, refinery vessels and columns, prefabricated building sections, mining and earthmoving fleets, port and construction cranes, and renewable-energy components such as tower sections and nacelles. Whether it is one indivisible unit or a phased shipment schedule feeding a construction programme, the discipline is the same: survey, engineer, permit, execute.

The Route Survey — Where Every Project Begins

The most expensive mistake in heavy-lift logistics is discovering a constraint on the day of the move. A route survey removes that risk. Before we commit to a method, we physically assess the corridor between origin and destination: road widths and turning radii, low bridges and overhead power lines, weight-restricted culverts, gradients, roundabouts, and the final approach into the site or plant.

For inbound cargo through Jebel Ali Port or Dubai's airports, the survey also covers the yard, the quay, and the interface between the vessel and the trailer. For UAE road moves, we identify where police escorts and abnormal-load permits are mandatory and where movement is restricted to night hours. The output is a documented, method-driven plan — not a guess — that tells everyone involved exactly how the piece travels, lifts, and lands.

Lifting Plans and Method Statements

Every heavy lift is supported by an engineered lifting plan. We calculate the load's centre of gravity, select rigging and spreader beams to the correct safe working load, specify the crane configuration and ground-bearing pressures, and sequence the lift step by step. Lift studies and method statements are prepared so that the client, the site, and — where required — the authorities can review the approach in advance.

This engineering discipline is what separates project forwarding from general freight forwarding. The paperwork that accompanies a transformer is as important as the crane that lifts it. Get the plan right and the move is uneventful, which on a heavy lift is the highest compliment.

Sea Freight — The Backbone of Heavy Lift

For the overwhelming majority of oversized and heavy cargo, the ocean is the answer, and sea freight sits at the heart of our project offering. Dubai gives us a powerful advantage here: Jebel Ali Port, operated by DP World, is the largest port in the Middle East and is fully equipped for break-bulk, OOG, and heavy-lift operations, with the quayside cranes and laydown areas that project cargo demands.

We match the cargo to the right equipment and sailing:

  • Flat-racks and open-tops for OOG units that still fit within a container footprint but exceed height or width.
  • Break-bulk stowage for pieces loaded individually into the hold, secured with engineered lashing to withstand the voyage.
  • RoRo services for anything on wheels or tracks, avoiding lifting altogether where possible.
  • Heavy-lift and multi-purpose vessels with onboard cranes for the pieces no shore crane can handle.

Where a shipment combines containerised parts with oversized components, we coordinate the split intelligently, using FCL shipping for the boxable elements and break-bulk for the rest, so the whole consignment arrives in step. JAFZA free-zone facilities give us bonded space to marshal, consolidate, and stage cargo alongside the port.

Air Freight for the Urgent and the Critical

When a plant is down and a component is on the critical path, sea transit times do not work. For those cases, air freight through Dubai International (DXB) and, critically, Al Maktoum International (DWC) at Dubai World Central changes the equation. DWC is built around cargo and regularly handles freighter operations, including large main-deck loaders capable of accepting outsized pieces that will not fit a passenger-belly hold. For heavy or dimensionally awkward air moves, we arrange freighter charters and coordinate the specialised ground handling that outsized air cargo requires.

Overland and Cross-Border Heavy Haulage

Not every project moves by water. The UAE's road network and its integration with the wider GCC make heavy road transport a genuine option, and our land freight and abnormal-load capability covers the on-road leg from the port or airport to the final site — as well as full overland moves into Saudi Arabia, Oman, Kuwait, and beyond.

Abnormal loads on UAE roads require permits, and the heaviest and widest need police escort and, at times, night-only movement windows. We arrange low-bed and modular hydraulic trailers, self-propelled modular transporters (SPMTs) for the largest indivisible units, and the escort and permit administration that keeps the convoy legal and safe. For regional distribution of project components across the Gulf, our cross-border GCC transport service manages the customs interfaces at each frontier so a module fabricated in Dubai reaches a site in the Eastern Province without avoidable delay.

Customs Clearance for Complex Cargo

Project shipments carry customs complexity in proportion to their value. Correct HS-code classification, accurate declared values, and the right documentation determine both the duty payable — the standard UAE rate is 5% on the customs value, plus 5% VAT where applicable — and the speed of release. Errors on a multi-million-dirham capital import are not cheap.

Our licensed team handles declarations through Dubai Customs' Mirsal 2 platform and manages the nuances that project cargo throws up: temporary admission for equipment entering the UAE for a defined project and leaving again, duty exemptions available to qualifying free-zone and industrial entities, and phased clearance for consignments arriving across several sailings. You can read more on our customs clearance, import clearance, and export clearance pages, and we align every clearance with the correct Incoterms 2020 term so responsibility, cost, and risk are unambiguous from the first quotation.

When Project Cargo Is Also Dangerous Goods

Turbines arrive with residual fuels; transformers ship with insulating oil; batteries, gases, and chemicals frequently form part of an industrial package. Where a heavy or oversized shipment is also classified as hazardous, it must be handled under IMDG (sea) or IATA DGR (air) rules — declared, packed, marked, and documented accordingly. Our dangerous goods desk works alongside the project team so that a single consignment satisfies both the heavy-lift engineering and the DG compliance requirements without either being an afterthought.

Why Quality Express Freight for Project Cargo Dubai

Heavy lift rewards experience and punishes improvisation. Four decades of freight forwarding out of our Dubai base at Green & View, Barsha Heights (Tecom), mean we have seen the failure modes — the bridge that was 200 mm too low, the crane that arrived under-rated, the permit that took a week longer than promised — and we plan them out before they happen.

We offer genuine door-to-door delivery on project cargo, coordinating the ocean or air leg, the port interface, the abnormal-load road move, the customs release, and the final on-site placement as one accountable chain rather than a series of handoffs. Our reach spans the USA, Canada, the UK, Europe, Australia, the GCC, and the wider Middle East, so whether you are importing capital equipment into a Dubai plant or exporting fabricated modules to an overseas project, the same team owns the plan end to end. For projects needing interim storage or staged release, our warehousing and distribution facilities provide bonded and open-yard laydown close to the port.

Send us the dimensions, the weights, the origin, and the destination, and we will come back with a method — not a maybe.

Frequently asked questions

  • Project cargo is a broad category covering any shipment that is oversized, overweight, high-value, or complex enough to need special handling and engineering rather than standard container transport. Heavy lift is a subset of project cargo focused specifically on very heavy individual pieces that exceed the safe working load of ordinary handling equipment and require cranes, gantries, or specialised vessels. Most heavy-lift moves are project cargo, but not all project cargo is heavy lift — an out-of-gauge item can be light but still need flat-rack or break-bulk handling.
