Dangerous Goods Shipping UAE: Hazardous Cargo Moved Compliantly
Dangerous goods do not forgive shortcuts. A carton of lithium batteries mislabelled, an aerosol packed against the wrong UN packing instruction, a Dangerous Goods Declaration that does not match the Bill of Lading — any one of these can see a shipment refused at acceptance, offloaded, fined, or, in the worst case, cause a fire in a hold at altitude or a cell at sea. That is why hazardous cargo is one of the most regulated things you can move, and why it rewards a forwarder that treats compliance as the product rather than an afterthought.

What actually counts as dangerous goods
Far more everyday products are classified as dangerous goods than most shippers expect. The classification is set internationally by the UN and organised into nine hazard classes:
- Class 1 — Explosives (fireworks, ammunition, airbag initiators)
- Class 2 — Gases (aerosols, propane, refrigerant gas, oxygen cylinders)
- Class 3 — Flammable liquids (paints, solvents, perfumes, many adhesives)
- Class 4 — Flammable solids and substances liable to spontaneous combustion
- Class 5 — Oxidisers and organic peroxides (pool chemicals, some resins)
- Class 6 — Toxic and infectious substances (pesticides, diagnostic specimens)
- Class 7 — Radioactive material
- Class 8 — Corrosives (batteries with acid, cleaning chemicals, some fertilisers)
- Class 9 — Miscellaneous (lithium batteries, magnetised material, dry ice, environmentally hazardous substances)
Cosmetics, cordless tools, e-cigarettes, cleaning products, laboratory samples and machinery shipped with fuel or batteries installed all routinely fall into one of these classes. The single most reliable way to know what you are dealing with is the Safety Data Sheet (SDS/MSDS) for the product. Send it to us first, and we will tell you the UN number, class and packing group before anything is booked — not after it has been rejected.
Two rulebooks: IMDG for sea, IATA DGR for air
Dangerous goods move under different regimes depending on the mode, and the same product can be legal one way and restricted another.
By sea, hazardous cargo travels under the IMDG Code (International Maritime Dangerous Goods Code), the IMO's mandatory framework for packaged dangerous goods on vessels. It governs classification, packing, container stowage and segregation — keeping incompatible classes apart within and between containers — and requires a signed multimodal Dangerous Goods Form and container packing certificate. Sea is usually the economical route for larger DG volumes, drums, IBCs and full containers, and it accepts many substances that aircraft will not. By air, dangerous goods move under the IATA Dangerous Goods Regulations (DGR), which reflect the ICAO Technical Instructions and are considerably stricter — smaller quantity limits per package, different packing instructions, and outright prohibition of some substances that ship freely by sea. Air is the right mode when speed or shelf life dominates and the commodity and quantity are permitted; our air freight desk confirms whether your item is acceptable, and on which aircraft type, before quoting.
By road across the UAE and the GCC, DG moves with the equivalent land-transport documentation, segregation and driver requirements. Where a shipment crosses a land border into Saudi Arabia or Oman, the DG paperwork travels alongside the standard customs documents handled by our land freight team.
UN numbers, proper shipping names, classes and packing groups
Every dangerous good is identified by a four-digit UN number and a Proper Shipping Name — for example, UN 1263 PAINT or UN 3480 LITHIUM ION BATTERIES. Getting this identity right is the foundation of the whole shipment, because the UN number drives the permitted packaging, the quantity limits, the labels and the segregation rules.
Most classes also carry a packing group that signals the degree of danger:
- Packing Group I — high danger
- Packing Group II — medium danger
- Packing Group III — low danger
The packing group determines which UN-specification packaging performance level your goods require and how much can go in each package. A Packing Group I corrosive and a Packing Group III one are not packed, marked or quantity-limited the same way. We work all of this out from the SDS so the declaration, the packaging and the labels agree with one another — because mismatches between them are the most common reason DG is stopped at acceptance.
Lithium batteries: the commodity that catches everyone out
If one class of dangerous goods causes more refused shipments and unexpected penalties than any other, it is lithium batteries — and they are almost everywhere. Phones, laptops, power banks, e-bikes, medical devices, cordless tools and their spare cells all contain lithium-ion (UN 3480/3481) or lithium-metal (UN 3090/3091) batteries, and the rules distinguish sharply between batteries shipped alone, packed with equipment, and installed inside equipment.
The regulations turn on state of charge, watt-hour rating, packaging, and whether the cells are loose or built into a device — and they change regularly. Undeclared lithium batteries are treated as a serious safety violation, not a clerical slip, and are a frequent cause of shipments being offloaded and shippers being penalised. If your product contains a battery of any size, tell us at enquiry and send the battery's watt-hour rating or the UN 38.3 test summary. We will confirm exactly how it must be packed, marked and documented for the mode you need — and, just as importantly, tell you honestly when a particular battery cannot fly and should go by sea instead. Packaging, marking and labelling done to specification
Compliant dangerous goods packaging is not ordinary packaging that happens to be strong. Most DG must travel in UN-specification packaging — drums, jerricans, boxes and combination packagings that have passed drop, stack and pressure testing and carry a UN certification mark showing the type, packing group and design standard they are approved for. The packing instruction tied to your UN number tells you which packaging is allowed and the maximum quantity per package; using the correct inner and outer packaging, absorbent and cushioning is part of the compliance, not a detail.
On the outside, every package must carry the correct hazard labels (the diamond-shaped class labels), the UN number and Proper Shipping Name, handling and orientation marks, and any subsidiary-risk labels where a substance carries more than one hazard. Overpacks and containers need their own placarding and marks. We prepare and check all of this, and flag early where you need to source certified packaging so the shipment is not held while the right drums or boxes are found.
Declarations and documentation
The document that unlocks a dangerous goods movement is the declaration: the Shipper's Declaration for Dangerous Goods (air) or the multimodal Dangerous Goods Form (sea), completed and signed by the shipper, listing the UN number, Proper Shipping Name, class, packing group, quantity, packaging type and emergency contact exactly as the regulations require. For sea containers, a container/vehicle packing certificate confirms the goods have been stowed and segregated correctly.
Around the declaration sits the usual export documentation — commercial invoice, packing list, correct HS codes, certificate of origin where required, and any permits the commodity or destination demands. We prepare and cross-check the whole set so the declaration, the labels on the boxes and the customs entry all tell the same story. That consistency is where a 40-year forwarder earns its keep, because a single contradiction between documents is enough to stop a hazardous consignment.
Customs clearance and DG handling in Dubai
Dangerous goods clear through Dubai Customs on the same Mirsal 2 platform as ordinary cargo, with the standard 5% customs duty and 5% VAT applying to dutiable imports, and duty deferral available on goods routed through JAFZA and the other free zones for re-export. What differs is the layer of controls around the hazard itself: certain classes require permits or approvals, and DG storage and handling in the UAE fall under Dubai Civil Defence and related authority requirements, so warehousing and staging of hazardous cargo must be arranged at approved facilities rather than general sheds.

Dangerous goods almost always need more lead time than general cargo — carrier DG approval, correct packaging, and the declaration all have to be in place before a booking is confirmed, and some carriers and lanes accept only certain classes.
